All three of our Frameworks, operate in the same way, they offer a pre-procured pool of suppliers who can deliver services associated with the scopes as outlined in the respective agreements.

Design and Construction Works Framework
Be First (Regeneration) Limited manages a Framework Agreement for the Commission of Design and Construction Works for homes and mixed-use development on behalf of the London Borough of Barking & Dagenham (LBBD).
The Framework has been formed following a two-stage restricted process tender, with a list of contractors included below (Note – Lot 1being works under £50m and Lot 2 being works over £50m).

Fees and Charges for the Design and Construction Framework
In order to support the cost of establishing and managing the Design and Construction Framework, a 1% Management Charge will be applied to each Specific Contract let under this Framework Agreement, payable by the Contractor.
Construction Related Professional Services (CRPS) Framework
This framework has been introduced to drive efficiencies in the procurement cycle, enable consistency in quality, encourage increased collaboration, support the supply-side community, drive diversity and realise social value goals whilst reducing supply chain risk and contributing to the achievement of the lowest total acquisition cost. The roles that the framework cover across both Lots are:
- Quantity Surveyor
- Project Manager
- Technical Assurance
- Clerk of Works
- Principal Designer
The framework has been written to allow work to be awarded through a mix of mini competition events or via direct award where appropriate.
The tender was split into 2 Lots – Lot 1, build cost over £80m and Lot 2, build cost under £80m.

Fees and Charges for the Design and Construction Framework

Construction Related Professional Multi-Disciplinary Designers
Be First has also developed a £35m design framework to help deliver sustainable schemes with attractive homes, creating communities that residents are proud of.
The framework offers a one stop shop for public sector clients to procure full multidicplinary teams. The eight consortia on the framework are led by an architectural practice and including two small architecture practices, landscape architects, structural, civil and MEP engineers and a sustainability consultant.
Inclusivity and representation has always been a key consideration for Be First and this framework reflects this.
Of the larger architectural practices selected,75% have at least one female at Director/Partner level and25% have at least one person of colour at Director/Partner level.

Fees and Charges for the Multi-Disciplinary Designer Framework
In order to support the cost of establishing and managing the Framework a levy will be applied to each Specific Contract let under the Framework Agreement equal to 0.25% of the Fees for each Specific Contract to be paid by the Consultant.
