As our Lead Transport Planning Manager, you will be responsible to shape and deliver our new
record £3.5 million TFL & DfT transport budget. You will lead the borough transport strategy,
delivery of the LIPs and Streetspace programme as well developing our new active travel
workstream focused around cycling, walking and e-travel/e-charging. The post requires someone
with considerable drive and flair to progress the Borough’s ambitions around tackling poor health
and promoting improved Air Quality, behavioral change and active travel set out in our new Local
Plan.
This is a truly unique opportunity to make your mark in urban design and transport planning – the
post-holder will be recognised as the Borough and Be First lead on all Healthy Active Travel and
transport related issues, opportunities and strategies at local to pan London levels.

Job Description

Key tasks and accountabilities are intended to be a guide to the range and level of work expected of
the post holder. This is not an exhaustive list of all tasks that may fall to the post holder and
employees will be expected to carry out such other reasonable duties which may be required from
time to time by the Head of Policy, Transport and Infrastructure Planning.

o Accountable for securing, managing and claiming TFL Portal Allocations in line with
TLF guidance. Managing Be First TFL Revenue Finance Codes, LBBD Finance Capital
Codes, and all associated accountability and monitoring in line with Council Finance
and Procurement Rules.
o Identify, bid and secure additional funding to support the Boroughs Manifesto
Pledges, Mayors Transport Strategy and Be First Regeneration ambitions.
o Manage Service Level Agreements with key partners – Living Streets, Sustrans and
TFL.

Person Specification

Essential experience
– A recognised degree in Transport Planning with post qualification experience to qualify for
membership or ability to gain entry to course leading to a professional qualification.
– A knowledge of how to supervise a Transport Planning team and to devise innovative
solutions for service delivery.
– The ability to undertake complex projects or work and in a high-pressure environment.
– Demonstratable successful innovation, initiative and consistent achievement in a planning
environment
– The ability to manage, lead and motivate staff and foster their professional development
– IT literate with experience of using Word, PowerPoint and other software packages to
record and manage data.
– Able to listen and respond sensitively to the needs of the community and to deliver the
service around the needs of customers.
– To build effective and productive working relationships with colleagues and elected
members.
– A proven record or experience of communicating in person, by telephone and in writing in a
calm, courteous and confident professional manner.
– Demonstrable understanding of the equality and diversity agenda, and experience of
embedding a fair and ethical approach within a team and wider organisation
– Ability to demonstrate activity across the industry and knowledge of best practice and
emerging ideas on transport and streetscape design.
