Job Description

To support Be First’s vision and resilience agenda by providing a consistently high quality, cost effective and customer focused Monitoring support services. The role will also ensure that associated financial administration functions are carried out to a high level of accuracy and to required standards.

Job Context:

– The post holder reports to Lead Monitoring Officer
– The post holder has no line management responsibility.
– The post holder may be required to work very occasional evenings, in order to meet service requirements.
– The post holder has no budget responsibility.
– The post holder will be expected to work across the Planning administrative functions.
– The post holder will work flexibly and work as an effective team member.

Key Tasks and Accountabilities:

Key tasks and accountabilities are intended to be a guide to the range and level of work expected of the post holder.
– Support the work of the Monitoring team. Activities include:
– Ensuring we have up-to-date and accurate CIL, s106 and s278 records, and that the collection of monies and payments-in-kind is done in a timely fashion.
– Undertake a full range of operational business and administrative tasks in order to support the work of the Monitoring team. Activities include:
– Assisting the Lead officers and sub-consultants with projects and initiatives to bring our planning services on-line and accessible to the public
– Logging and tracking of CIL and S106 cases
– Inputting data and drawing reports from our Tascomi and Exacom Planning software (full training will be provided)
– Compiling reports on Infrastructure funding
– Tracking monitoring KPIs in our Local Plan including

Housing Delivery Monitoring

– Sustainability Indices such as Carbon Offset and Biodiversity
– Administration of the Planning Monitoring inbox
– To contribute towards the implementation of a working culture that is result-orientated, customer-focused and an ethos of ‘right first time’ service delivery.
– To undertake all duties with minimal supervision.
– To be responsible for continuous personal development by requesting and attending training when necessary.
– To demonstrate a strong commitment to the promotion of equal opportunities.
– To provide a proactive, knowledgeable Planning and Building Control business support service to external and internal customers and stakeholders, meeting evolving delivery priorities, issues and challenges to agreed standards defined in the service offer.

Person Specification

Essential experience

– IT literate with experience of using Word, PowerPoint and other software packages to record and manage data.
– A proven record or experience of communicating in person, by telephone and in writing in a calm, courteous and confident professional manner.
– Demonstrable understanding of the equality and diversity agenda and operating with a fair and ethical approach.
Desirable experience
– A degree is not essential, it would be desirable for you to have experience and potentially qualifications in one of the following areas: IT and digital services, finance, business, planning and development.

Essential skills

– The right attitude is the most important skill- as part of the Monitoring Team you will be responsible for ensuring CIL, s106 and s278 obligations are collected and reported, but you also have scope to utilise big data. You must be willing to suggest and try new ideas and open to learning from both successes and failures.
– Able to think and work proactively, “self-start” and also work within a team.
– Scrupulous attention to detail, particularly with regard to technical aspects of operational processes and practices, accuracy of records and reports, efficiency and accuracy around schedule and diary management.
– Able to work under pressure, organise and prioritise ensuring agreed programmes and project requirements are met and customer demands accommodated.
– Strong analytical and communication skills.
