Assist the team lead in overseeing Be First’s processes for tracking and collecting CIL and S106 obligations. Prepare portfolio performance reports for the Council and Be First, ensuring visibility of key policies related to housing, jobs, and infrastructure delivery, thereby demonstrating the delivery of the Be First Business Plan.
This role also includes supervising junior monitoring officers and managing specialist support from external consultants when necessary.
Key Tasks and Accountabilities:
Key tasks and accountabilities are meant to guide the range and level of work expected from the post holder.
Support the work of the Developers Contributions team. Activities include:
- Ensuring we maintain up-to-date and accurate CIL, s106, and s278 records, and that the collection of monies and payments-in-kind is done promptly.
- Compiling reports on CIL/s106/s278 and infrastructure funding, linking this to development across the Borough and future requirements.
- Tracking monitoring KPIs in our Local Plan, Be First Business Plan and other stakeholder requirements (e.g. the GLA) including:
- Housing delivery monitoring.
- Sustainability Indices such as Carbon Offset and Biodiversity.
- Manage Brownfield, Self-Build Registers, and other statutory controls.
- Develop effective working relationships across Be First, LBBD, and other key stakeholders
- Undertake a range of Community Infrastructure Levy work, including high-profile planning applications, and meet deadlines consistent with corporate targets and objectives.
- Maintain good knowledge of current planning legislation, especially regarding Community Infrastructure Levy arrangements and S106 Agreements.
- Foster a result-oriented, customer-focused work culture, emphasizing ‘right first time’ service delivery.

Person Specification
Essential experience
- Educated to degree level and preferably obtained or working towards a relevant recognised professional qualification in planning.
- A minimum of one year experience working within the planning sector
- Proficiency in IT, with experience using Word, PowerPoint, and other data management software packages like Tascomi and Exacom.
- Proven experience in communicating and writing in a calm, courteous, and confident professional manner.
- Strong understanding of equality and diversity, with experience embedding a fair and ethical approach within a team and the wider organization.
