We are seeking to appoint a Transport Planning Officer within our transport team to drive forward delivery of transport projects. Ideally, you will have over two years experience in a consultancy or local authority in Transport Planning or highways engineering. You will be able to demonstrate skills in transport planning and promoting active travel, have experience in project management, be solutions led, and have excellent communication skills. You will be an integral part of our team, helping to deliver our exciting transformational agenda and taking accountability for a range workstreams within our team from day one.

Job Description

BACKGROUND
Be First is a pioneering urban regeneration company wholly owned by, but operating independently of, the London Borough of Barking and Dagenham (LBBD). Its mission is to accelerate growth and capitalise on the Borough’s position as London’s hottest investment and development opportunity.
We are a developer and property consultancy, and provide planning and other statutory functions for LBBD. We also work with commercial partners who share our core values of delivering high quality development which benefits local people. The financial return that we generate is reinvested back into providing key Council services.
The Place and Design Team has undergone significant transformational change, with the intention of delivering a commercially astute, pragmatic and professional planning super service. This role sits within Infrastructure, Transport & Planning Policy, which has a heavy forward-looking and strategic focus. We have had a large LIPs funding package from TfL and we need someone to help us drive forward delivery of the LIPs programme.
Transport Planning Officer

  • Ideally, you will have at least two years professional experience with a consultancy or Local Authority/Infrastructure organisation
  • Have a degree in a Transport, Urban Sciences or Engineering (or other relevant degree/experience)
  • Be working towards professional accreditation or have the desire to do so
  • You have a strong interest in sustainable and active travel
  • Have experience in project managing multiple transport projects at one time

Person Specification

KEY RESPONSIBILITIES

Key responsibilities will be (but are not limited to):

  • Project manage transport projects in line with our Walking and Cycling Strategy, Transport Strategy, Local Plan, and the Mayors Transport Vision
  • Oversee feasibility studies, transport modelling as well as producing technical reports and transport impact assessments
  • Liaise with key internal and external stakeholders including Transport for London and Members of the Council
  • Support other team members delivering transformational transport schemes in the London Borough of Barking and Dagenham
  • The preparation of presentations, senior briefings and contributing to business cases and funding bids
  • Assess transport aspects of planning applications
  • Staying up to date on advancements in transport, for example e-mobility/shared mobility
  • Managing Service Level Agreements with key partners – eg Living Streets, Sustrans, and TfL

KEY ATTRIBUTES/OUTCOMES

Ideally, we are looking for an individual who is/can:

  • Drive projects and deliver to time and budget
  • Bring new ideas and experience to the team and work in a collaborative team
  • Demonstrable transport planning experience with knowledge of relevant policy, legislation and best practice guidance, including the Mayor’s Transport Strategy
  • A calm, courteous and confident professional manner, with excellent communication skills (both written and verbal)
  • IT & GIS literate
