As our Group Transport Planning Manager, you will be responsible for planning and delivering the borough’s transport strategy acting as lead for strategic discussions with Councilors, TfL and key stakeholders including key local interest groups, plus representing & promoting Be First in the wider transport & development community.
You will lead our TfL LIPs delivery programme, strategic transport planning, our active travel and behaviour change team and also oversee our statutory Transport Development Management function advising on transport matters relating to new developments.
The post requires someone with considerable drive and flair to progress the Borough’s transport ambitions and promoting behavioral change as set out in our new Local Plan. The post involves strong leadership skills to with responsibility for around 10 staff.

This is a significant management role which requires the following key personal qualities:

The role covers the following portfolio of work:
– Strategy Development
o Borough Transport Plan
o Cycling and Walking Strategy
o Sustainable transport improvements
o Electric vehicle charging
o Corridor and area plans
o Development related transport strategies and plans
– Programme delivery
o Manage and oversee the TfL funded LIPs Programme including development and
delivery of active and sustainable transport projects.
o Other priority programmes as required including electric vehicle charging
infrastructure and S106 funded schemes.
o Securing, managing and claiming TFL Portal Allocations in line with TLF guidance.
Managing Be First TFL Revenue Finance Codes, LBBD Finance Capital Codes, and all
associated accountability and monitoring in line with Council Finance and
Procurement Rules.
o Manage the interface between key construction partners.
o Identify, bid and secure additional funding to support the Boroughs Manifesto
Pledges, Mayors Transport Strategy and Be First Regeneration ambitions.
– Behaviour Change
o Development of School Streets including engagement with stakeholders
o Manage cycle training and other supporting activities
o Introduction of multi modal travel hubs
o Undertake activities that promote an increase in the use of healthy travel options
o Extension of 20mph areas in line with outcomes of borough wide consultation
– Transport Development Management
o Responsible for overseeing the TDM team ensuring the requirements of Council’s
Service Level Agreement (SLA) and key KPIs are met. Key points include:
o Provide clear timely professional advice and transport reports on the
impacts and mitigations of new developments
o Analyse and assess Developer Transport Assessments
o Negotiate and recommend appropriate s106 and other highway agreements
(such as S38 and S278)with the Be First Development Management team
o Maximise and monitor income generation for Highway Agreements
o Overall, ensure that all new development complies with local, regional and
national planning and transport policies; that there is no adverse safety or
traffic impacts resulting from new development
o Monitor compliance with planning agreements and Travel Plans
o Deliver development related projects including car club bays
Person Specification
– A recognised degree in Transport Planning with post qualification experience or equivalent
experience gained in a similar role.
– A knowledge of how to supervise a Transport Planning team and to devise innovative
solutions for service delivery.
– Delivery of a wide range of transport and highway projects across a number of specialist
areas including development management, scheme delivery, sustainable transport and
active travel with knowledge of relevant standards.
– Experience of working in or with local authorities, ideally within London
– The ability to undertake complex projects or work and in a high-pressure environment.
– Demonstratable successful innovation, initiative and consistent achievement in a planning
environment.
– The ability to manage, lead and motivate staff and foster their professional development.
– IT literate with experience of using Word, PowerPoint and other software packages to
record and manage data.
– Able to listen and respond sensitively to the needs of the community and to deliver the
service around the needs of customers.
– To build effective and productive working relationships with colleagues and elected
members.
– A proven record or experience of communicating in person, by telephone and in writing in a
calm, courteous and confident professional manner.
– Demonstrable understanding of the equality and diversity agenda, and experience of
embedding a fair and ethical approach within a team and wider organisation.
– Ability to demonstrate activity across the industry and knowledge of best practice and
emerging ideas on transport and streetscape design.
