Associate, Planning Consultancy – Job Description

Be First is a pioneering urban regeneration company wholly owned by, but operating independently from, the London Borough of Barking and Dagenham. Be First’s mission is to accelerate growth and capitalise on the borough’s position as London’s hottest investment and development opportunity.

We pride ourselves on delivering a socially responsible model of urban regeneration which delivers new homes and jobs for current and future communities. As a developer in our own right, we utilise council and commercial investment resources to acquire sites, secure planning permission and build out new residential and commercial developments. We also work with commercial partners who share our core values of delivering high quality development which benefits local people.

Be First is unique, in that we provide both a planning consultancy service as well as the core planning services typically provided by the public sector like Development Management. The Planning Consultancy team is actively growing, and we work to secure planning permission for the Council’s portfolio of sites, as well as for developers and investors working in the borough. In time, we will be doing this outside the borough too.

We are looking for an Associate to join the team. This is a key senior appointment within the team to lead preparation and management of complex applications, masterplans and provide planning strategy advice both internally and externally to support Be First’s Development Programme and Business Plan objectives.

We are looking for an individual with the following skills:

  • A passion for London development and regeneration;
  • Commercial understanding of planning and its role in the wider development process,
  • Line management experience and interest in developing staff to ensure they succeed;
  • Proven technical abilities and demonstrable knowledge of planning legislation, Case Law and national, regional and local planning policy and related technical guidance as well as the planning reform agenda;
  • Track record in providing commercial planning advice and co-ordinating complex planning applications, including EIA development and GLA referable schemes;
  • Strong project management skills, managing large multidisciplinary teams and complex projects to programme and budget;
  • Excellent report writing skills;
  • Demonstrable problem solving and analytical skills. Ability to identify and appraise risk and make considered decisions and recommendations;
  • Attention to detail;
  • Clear communicator and persuasive in putting forward convincing arguments in an articulate and concise manner to a wide range of audiences;
  • Business development experience, including supporting prospective client presentations, thought leadership and ongoing client care;
  • Extensive planning consultancy/and or client-side experience, with a demonstrable track record in residential development in London;
  • MRTPI or RICS P&D.

Private sector experience required.
